The Management Competency Development Model for Private Administrators in Non-formal Education in Readiness Preparation to Enter the ASEAN Economic Community

Abstract


This research had objective to define the management competency development model for private administrators in non-formal education in preparation to enter the ASEAN Economic Community. The study processes were as follows: 1) synthesizing the competency of private administrators in non-formal education. An analysis of current literature and research was conducted, as well as 5 in-depth interviews and a focus group discussion of 14 experts; 2) studying the need of competency development of private administrators in non-formal education from 61 administrators answering questionaire, based on the synthesis of the first process; 3) studying the effectiveness of the competency development for the administrators, where the specified curriculum was based on synthesis of the second process, and one day operational training were constructed for 15 administrators. The study results found that 1) the result of the synthesis of the performance of the school administrators has 3 core competencies: organization competency, job competency, and personal competency which consisted of 36 sub-competencies. 2) The personal competency that adminstrators want to develop most is their skills in computer and information technology and they prefer operational training to follow a development method. 3) After the training, the findings were that: the sample administrators had higher knowledge and comprehension of competency at a .05 significance level and the satisfaction in this training was at the highest level (= 4.56). To summarize the research process as mentioned above, the management competency development model for private administrators in non-formal education in readiness preparation to enter the ASEAN Economic Community has 4 steps as follows: 1) assessing competency need, 2) assessing competency development, 3) competency development, and 4) studying the development’s effectiveness.
