Policy Implementation for Secondary Schools under the Office of the Basic Education Commission

Abstract


The purposes of this research were to: 1) identify factors of policy implementation for secondary schools under the Office of the Basic Education Commission, and 2) confirm factors of policy implementation for secondary schools under the Office of the Basic Education Commission. The sample of this study included 96 secondary schools under the Office of the Basic Education Commission. The respondents were school director, deputy director responsible for the school plan and head of department with a total of 384 respondents. The research instruments were interview form, questionnaire for opinion and checklist. The statistic for analyzing the data were frequency, percentage, arithmetic mean, standard deviation, exploratory factor analysis and content analysis. The findings of this research were as follows: 1) the factors of policy implementation for secondary schools under the Office of the Basic Education Commission composed of four factors such as (1) the system organization of good management, (2) the strengthening leadership of administrator, (3) the process of policy management, and (4) the system organization of participatory management. 2) The confirmation of policy implementation factors for secondary schools under the Office of the Basic Education Commission which composed of 4 factors and 47 variables were found propriety, feasibility, accuracy and utility.
